I absolutely LOVE these pandas. They're from an Art Impressions stamp set called Pand-tastic and it's adorable and perfect for quick, easy, cute cards.
I stamped the image and the bottom sentiment onto white card stock using my mini MISTI. I did the simplest of coloring with my Zig Clean Color Real Brush Markers and yes I do realize that they are water color markers but I chose to use them as regular markers and not do any ink blending.
All the confetti and the top sentiment is from the Catherine Pooler Designs Let's Party Like It's stamp set and stamped with Midnight ink also from Catherine Pooler Designs.
I added the panel to a white card base using craft foam. You could cut the panel to be the same size as the card front and skip the craft foam so it's more like a one layer card.
